htaccess Elite

Hi there!
Does anyone know how to create a redirect for something like this:
http://www.mysite.com/contact.html#/contact to http://www.mysite.com/#/contact.
I doesn't seem to work when there is a "#" in the input url. In the output url you can always use the NE for no escape but how about the input url?
