htaccess Elite

The spam bot from 2009news4.biz (IP 194.8.75.145) has been repeatedly accessing my web site and filling out the same form over and over. I tried to block it with the following in the .htaccess, but the bot keeps getting through.

I also tried to reverse the allow/deny order, but the bot was still able to access my site. What am I doing wrong and how do I block this spam bot?
